What the Al-Khelaifi inquiry means, and what it does not

French prosecutors are examining a suspected conflict of interest in the 2024 Ligue 1 rights talks. No finding of wrongdoing has been made.

Paris prosecutors have opened a preliminary investigation into Paris Saint-Germain president Nasser Al-Khelaifi over a suspected unlawful conflict of interest connected with the 2024 sale of Ligue 1 broadcasting rights. The prosecutor's office confirmed the inquiry to Reuters. A preliminary investigation is an evidence-gathering stage and does not establish guilt, formal charges or a decision to prosecute.

The issue is the overlap among roles. Al-Khelaifi is PSG president and chairman of beIN Media Group, while the negotiations concerned an offer from beIN Sports for the right to show one Ligue 1 match each week. AFP reports that the offer was worth €100 million and that the French professional league later accepted it.

An allegation, a defence and an unfinished process

AFP says the investigation began in April 2026 after a report from the anti-corruption association Anticor and was assigned to specialist financial and anti-corruption police. According to reporting based on a source close to the case, Anticor alleges that Al-Khelaifi participated in discussions about validating the offer and pressured club presidents. Those remain allegations under investigation, not proven facts.

Al-Khelaifi's lawyer rejects the allegations. Reuters also reports that beIN told the French football federation's ethics body in February that Al-Khelaifi has no executive or operational responsibility at the media group or its French sports channel. A source familiar with the matter told Reuters that he had recused himself from almost all league board meetings over the preceding year and from meetings involving beIN.

Why the dates and legal stage matter

The timeline requires care. The disputed discussions took place in July 2024, the inquiry was opened in April 2026, and the prosecutor confirmed it publicly on 20 September. The publication date of this WHIF article is later still. Keeping those dates separate avoids presenting the announcement as a newly alleged act.

The case also sits within a broader crisis over how French football is financed and distributed, but this inquiry has a narrow legal subject. It is not a judgment on PSG's sporting results, the value of the television package or every decision made by the Ligue de Football Professionnel. Nor should separate legal matters involving Al-Khelaifi be blended into this one.

The next meaningful development would be a prosecutorial decision, a formal judicial step or the closure of the inquiry. Until then, the accurate formulation is limited: investigators are examining an allegation about competing responsibilities during a rights negotiation, the defence disputes it, and no court has found that Al-Khelaifi committed wrongdoing.
