France promises to replace Parcoursup, but the design work starts now
The government has put a 2028 date on a new university admissions system. Changes in 2027, extra places and student aid will be the first test of whether the promise answers demands for transparency.

France has committed to replacing Parcoursup for the 2028 university intake, turning one of the student protest movement's most persistent complaints into a dated government promise. The Education Ministry said the 2027 application round will first be made clearer, with published selection criteria, explanations for refusals and stronger guidance from the second year of upper secondary school.
The package reaches beyond the admissions platform. Ministers promised to cap classes in seconde at 28 pupils, create 15,000 higher-education places, index university grants to living costs from the 2027 academic year and provide regional authorities with up to €4 billion in loans for school renovation. A further €1 billion is intended for campuses.
A timetable, not yet a finished system
What replaces Parcoursup is not settled. The ministry says a committee and parliamentary debate will shape a simpler system, with options including changes to how continuous assessment is used and an artificial-intelligence-supported guidance tool. AP noted that legal changes may be needed and that the 2028 launch falls after the 2027 presidential election, so delivery will ultimately depend on the next administration.
That uncertainty explains why the announcement has not ended mobilisation. The Guardian reported that student representatives welcomed parts of the package but called for blockades and protests to continue. Their wider concerns include staffing shortages, deteriorating buildings and living costs, none of which can be resolved by changing the application interface alone.
The immediate 2027 commitments are therefore the more measurable test. The ministry says every course must explain its criteria and every refusal, while immersion days and earlier guidance should help pupils compare choices before applying. Those changes can be checked in the next cycle, a year before the replacement platform is due.
Capacity may matter as much as software
The additional places also reveal where the capacity pressure is greatest. The official plan assigns 10,000 new places to BTS programmes in 2027, then 4,000 to university technology degrees and 1,000 to health-entry courses across 2027 and 2028. The government says more than 1,400 teaching posts will support the expansion.
Budget figures remain contested. Reuters found that education allocations rise in cash terms in the 2027 draft budget, while some areas lose purchasing power after inflation. The new package should therefore be judged against final appropriations, staffing and delivery, not only the announcement. Replacing Parcoursup may be politically resonant, but the harder measure is whether more students receive understandable decisions and viable places.
